Default USB Write protected

How do I do this in Win XP Pro without have to lug my Win 7 Pro desktop
around with me when I travel ?

I have other flash drives and this never happens on them.

Could be the user that made the files on machine A is not the same as
machine B. I have a lot of issues when moving usb hd's around from
machine to machine. I may have done as Good Guy suggested but I don't
have XP, all Win10. So maybe I've skirted the issue that way.
