Default Microsoft Visual C++ Runtime Library Error in Windows XP SP3 Home Edition

Simplest solution might be to just run System Restore to a prior backup
restore point (i.e., prior to the time this happened), assuming this is not
a hardware issue.

1) When I start any application by clicking on my desktop icons, I get the
same error message with just different program files pathname based on the
application name. So that proves the problem is not with AVG.....

2) I cannot access any programs from "Start" - "All Programs" interface
either........It shows all applications but clicking on them doesnt do
anything.....

3) I canot shutdown Windows XP .......Everytime I have to press the power
button to reboot......


Can some one suggest how to fix these problems........
