First, check the Internet Protocols Prefixes setting in the registry.
The below page shows what they should be:

Then rebuild the Winsock stack. Open a command prompt and then enter
these commands, pressing Enter after *each* one

netsh winsock reset
exit

Restart the system and see if the connection issue is resolved.
