Default Display Windows Address Book in Last Name Order

There is no View | Sort by option in the Address Book. If you're using WinXP
Pro with MS Office Outllook 2003, do the following:

1. Open Outlook, click on you inbox, and then click New to compose a new
email message.
2. Click the "To" link to open the WinXP Address Book. When the list of
names appear it should be listing names from the Outlook Contacts Folder
(which are filed in lastname, firstname order). Make sure the Address Book
has "Contacts" in the Display Names From field.
3. You'll see that some of the names are not displayed in the Address Book
(not the Contacts Folder) in lastname,firstname order, makinng it difficult
to locate names for address an email message.

How do I get those names in the Windows Address Book to display in the same
sort order as in the Outlook Contacts Folder? That's my problem.
