AFAIK, all versions of Windows 8/8.1 have the ability to turn off
updates.

And that media center aka media player is put back as well .

Media Center is *not* "aka" Media Player. They are different products.
Windows Media Player 12 is included in all versions of Windows 8 and
8.1.

Media Center is not "put back", either. It's an extra add-on for Win8
Pro which costs money... but I believe it's no longer for sale.
