Formatting the hard drive (you can't format a computer) does not
require a Windows CD. But reinstalling Windows after formatting the
drive (which is what I assume you want to do) does require a CD.

Do you have your product key? If so, you can use it with a CD borrowed
from a friend, as long as it is Home Edition, is the same regarding
OEM vs. Retail, and is the same regarding Full vs. Upgrade. If the
borrowed CD doesn't match yours in any of those regards, your product
key won't work with it.
