As a follow up to the previous thread, this is the one that is really
causing problems:

This is why my update settings have always included "check for updates
but let me choose whether to download and install them". Recently, I
also decided to delay for a week before installing any Microsoft updates.

Do you have Visual Studio installed? Do you actually use it? I have
Visual Studio 2013 Community Edition (free, equivalent to 2013 Pro
version except limit on dev group size) but I am not offered the
KB3001652 update despite its page below says it applies to VS 2013;
however, Microsoft may have already pulled it from their WSUS server
(aka online Windows Updates service).

However, the following article only mentions VS 2010 as a requirement:

Perhaps they have multiple VSTOs concurrently installed much like how
multiple .Net Framework versions and multiple Java versions can be
concurrently installed for backwards compatibility with older apps that
check and demand the present of the older libraries.

Since the articles showed up on the 10th and a day later on the 11th the
patch has been pulled, here's another good reason why you should never
configure the AU (Automatic Updates) service aka WU (Windows Updates) to
automatically download and install updates. You shouldn't even
configure it to download and prompt because I've seen where just
downloading results in Windows doing an unprompted install when you
shutdown Windows.

AU aka WU should be configured to only check and notify you of updates.
Then wait until you get around to saving a backup image of your OS
partition before applying updates. I schedule periodic backups every
day so after its scheduled backup time I can apply updates; however, I
often wait until I can risk stability of the OS before applying updates.

MS has re-released it, presumably fixing the install issue.

Yes, it seems to have been fixed.
