"...contact customer support."

If activation after hardware changes were possible to do online, I would
consider it.

Very humorous.

If you upgraded to Windows 10 using the free upgrade offer
and then made significant hardware changes to your device,
such as replacing the motherboard, Windows 10 might no longer
be activated. For help on how to activate your device, contact

customer support.

which takes you to an MSA login.

Which suggests, yes, we can arrange an activation if you're logging
in with a Microsoft Account. If you have a local account only, you're going
to be pretty lonely :-) No "customer support" for you :-) HaHaHa.

Nature of the beast.

Customer Support for many MFST services has been a MSFT Account (fka
Live ID) requirement for some time.

That specific link provides multiple options once logged on.
Win10 Upgrade
Ask the Community
Chat with MSFT Answer Tech
Call ASAP
Schedule a call

Depends on what's important too
- Getting Windows 10 activated (if a problem occurs) or not creating a
throwaway MSFT account for temporary use.

Any email can be a MSFT account (including the sub-accounts of an isp
primary account - my isp provides 10 additional)...nor does the MSFT
account have to be a MSFT account used for a Win 10 logon.
