just checked my Sons nearly identical machine and OS version. Works
fine on his, both methods.
Will check deeper into the naming of these 2 files.

windows takes control panel as settings.
Where is the settings file stored?
tried to find with "everything"
Â*but there are soo many I finally gave up.

Got it, Fired up "search everything" and deleted all Control panel.exe
files (and there were lots), cold booted and now it works the way it
should. settings to the taskbar OK
Reinstalled Control panel to taskbar and start, Reinstall it to the
X-menu with X-menu editor and now are good to go.
Will now do a Macrium Backup and store it on my external drive.

The "Settings App" is an evil twin thing. It's
effectively from the App Store and has an unintuitive
name. You'll never find "Settings" in some WinSXS folder.

Instead, if you use the appropriate command to dump all
the names of "Apps", you spot it as an unintuitive one
that stands out from the others. Cortana for example, probably
has "cortana" as part of the WinSXS file name, so you know
that one isn't it. Whereas the Settings one is (from memory)
"immersive" something or other.

After a romp through Regedit, with more than a few red herrings, I get this ???

Watching with Process Explorer, that just starts and exits.

The article here says that's not really an EXE and it's a honeypot to
drive users nuts. There's a chain of command to run one of those,
some sort of AppFramework or something.

have been a command in one of those articles, to parse a URI with explorer
from the command line or something.

I got the PackageFamilyName from the above command, but I had to "cheat"
and open "appxmanifest.xml" from the folder where SystemSettings.exe is located.

explorer.exe shell:appsFolder\windows.immersivecontrolpanel_cw5 n1h2txyewy!microsoft.windows.immersivecontrolpanel

It works!!! (from my administrator command prompt, and presumably from a
regular command prompt.

Now, once you get the "explorer.exe" one to work,
try pinning *that* to the Task Bar after it opens.

Thanks Paul, boy what a convoluted thing this Settings is!
Even this line kinda leads in two directions
C:\Windows\ImmersiveControlPanel\SystemSettings.ex e. No bloody wonder I
couln't locate it anyway by using a bigger hammer and getting rid of all
it's relatives I got it Tamed again,
Boy Windows 10 is sure entertaining.

That's the legacy Control Panel.

Shortcut

C:\Users\User Name\AppData\Roaming\Microsoft\Internet Explorer\
Quick Launch\User Pinned\TaskBar\Control Panel.lnk

The Target cannot be edited, but I thought it was "control.exe" ?

You can start the Control Panel with control.exe in System32.
