Default Network Utilization Optimization?

In the Task Manager, there is a network tab. It displays what appears to be
bandwith use of all network adapters in a percentage chart. Why is the
percentage so low? Often I see 0.05 percent or less when viewing video from
a network storage location! Am I not reading Task Manager right?
