Default Removing files from desktop - keep coming back

I run a small office and many employees will work on a file (word processing
or excel) on the desktop; then file to server when done. Over time, these
files have been deleted by moving into recycle bin and emptied. The issue is
that they keep showing up again and again when the computer is restarted or
user login is switched. I cant tell you how many times I have cleared the
desktop to keep it in order but these files just show up again.

any solutions? What am I doing wrong?

Give us an example of a file name that keeps reappearing. Do they have a '$'
in them, or end in .bak or.tmp or something similar?

To SC Tom,
Mostly they are word processing and excel files, often whole folders and
shortcuts to our server filing hierachy. Never .tmp or .bat files.
Sometimes autocad files. I have tried moving to recycle and deleting them
which works until maybe someone logs off or closes the computer, upon
restart, they can appear again. Cant clean up the desktop

Look in your Word and Excel tools. . .Options. . .File Locations and see if
any of them list Desktop. Change each of them to either a server or local
location. It's easier that way, and you're not creating duplicate files that
need to be deleted. AutoCAD probably has those options, too, but I'm not
familiar with it (we used Solid Edge 3D where I worked).
