Default ARM64 vs. x64 Update

My 64-bit Windows 10 machine keeps downloading

2017-11 Cumulative Update for Windows 10 Version 1709 for ARM64-based Systems
(KB4051963)

and the install continuously fails with error 0x80070020.

Shouldn't it be downloading

2017-11 Cumulative Update for Windows 10 Version 1709 for x64-based Systems
(KB4051963) ?

If so, I'll just get it from the MSFT Update Catalog.
