Default Need to Re-Verify my Messenger EMail Address

I setup Messenger for one our end-users and it appears he
deleted the email with the link in it from Microsoft that
he needed to use to verify his email address.

QUESTION: Is there a way to re-initiate the mail to verify
his email address properly?

Yes there is, just have him ask Passport Services for a new verification e-mail:
