Default error on startup

I was given a PC to look at that is having a problem when
starting up. When you start the system, it goes through
the XP splash screen then brings up an error that states
you are too low on virtural memory and automatically
reboots the system. This also happens in safe mode. How
can I get in to reset the startup features and get a
screen to work with?
