Without logging-off?

Go to Control Panel\Management Tools\Services and check that the Fast User
Switching Compatibility Service is running and Enabled

If you meant that Fast User Switching no longer works (that is, with
user A logged on, you go to the "Welcome" screen, click on the icon for
user B, the screen flashes but user B isn't logged on) try line 34
(left) from http://www.kellys-korner-xp.com/xp_tweaks.htm

I suggest that you make a System Restore point first so that you can
restore the registry if the many changes made by that .reg file don't
help. Please post back with results.
