Default Display Desktop not working

In "Control Panel - Display" under the Desktop tab all of the options except
for color appear to be locked. I can change my destop background picture,
but not in Display (only through right-click and "set as background" on a
picture). It will not allow me to select from the list of default
backgrounds, browse for a new background, or toggle between "stretch,"
"center," or "tile" position options. This is quite frustrating and in my
experience, these seemingly small things can be symtomatic of bigger issues.
Please help. Thanks in advance.

Kelly has a few Display fixes on her site. But you should also run the
following programs to eliminate the cause:
