Default Screen tips, the sequel

Thanks for the speedy reply but I don't think we're talking about the same
thing. I want to get rid of the rectangular yellow screen tips that appear
every time I roll over an icon in the system tray, the ones that say
Internet Explorer, finds and displays information... and the ones in my
browser faves window every time roll over a link and display the entire url.
I plugged in the script you suggested and they are still there. I can't seem
to find an option to toggle them off.
