Default Convert FAT 32 to NTFS using cvtarea switch

Recently tried to convert XP Pro to NTFS using cvtarea
switch. After running defrag and using fsutil to create
file to put the MFT at, received message during convert
that it was unable to complete process. After looking at
file for MFT, realized that every time I create file for
MFT that it is fragmented upon creation.Defrag program in
XP shows area file is placed in to be free space, but
Norton Speed Disc shows several objects in free space it
list as Directories. Are these areas that check disk has
marked as bad or something else? If something else how do
I remove?
