In this province we pay a "recycling fee" when buying some types of hardware. That hardware can't be just thrown out in garbage but must be returned to a recycling depot. My guess is that the operators of the tip feel that it's theirs once the owner has dropped it off. Yes that would be fine if they made use of the equipment. But if it's going to go to landfill anyway, then to deny someone that chance to make use of it is churlish and dog-in-a-manger. Vaguely apropos, watching the TV news cast lst night, there was a piece about the problems disposing of the wreckage from the earthquake in Napa (California, USA) last week. There was a short scene of a pile of junk at a recycling center, and briefly visible was a sign saying "Items are not free. Do not take." The quote probably isn't exact, but it's close. -- Gene E. If you pull something out and cut yourself, or it blows up in your face, is the tip meister responsible? The items thrown in the bin have recycling value. Not hard to understand a feeling of "possession", by a tip owner/operator. That's their "income". http://www.ehow.com/list_6772999_gar...heft-laws.html (Local Trash Theft Laws) (California Recycling Theft Law) I bet they have a bylaw like that here, but I don't know if I could find it on the city web site.
