Default computer still running slow

I have written before and tried most of the stuff everyone suggested. It is
still slow. A person named Phillips told me to do the following, but I
looked under Google how to do this and I couldn't find it
"Go in your Internet Connection/Properties/General and check that only
TCP/IP
is enabled; i.e. uncheck anything else such as File and Printer Sharing...
etc.
If still slow, delete and then redo the Internet connection for your ISP -
also recheck TCP/IP only."
Can someone please tell me how to do this. I have a pentium 4 with plenty
of ram, plenty of spyware programs and pc-cillin antivirus.
I just have to wait and wait for a window to open.
HELP!!!
