Default Welcome to Windows? I already have Windows

This machine, March 31, 2020:
Feature update to Windows 10, version 1909
Build 18363.720

Two days later, just now, I get this on a cold boot:

I clicked "Skip for now", and was taken to familiar desktop.

I did an image search, and a search on the first two lines of text, and
found nothing. Shut down, and cold booted again to see if this was going
to appear on every start up. No, it didn't show up this time.

Any idea if this thing going to bug me from now on? Wonder if clicking
"Let's go" and then cancelling out would have eliminated this thing for
good. Doubt it.

Anyone seen this thing, and successfully gotten it to go away for good,
without installing what I'm sure is 'cloud' stuff?

You must have forgotten to restart the machine after feature update
until now so you got that message.Â* It's normal for any upgrades. Just
be happy that you are not using some junk operating system!!

Apparently added with out of cycle cumulative update. Appeared only once on
three different computers

OK. But, I'm curious. Did this only happen with 1909? I've been with
Windows 10 since inception, and this is the first time for me.

Perhaps it's as posts.

I've got another machine that's sitting at 1903. I wonder what'll happen
when it auto-updates, or I search for updates, and upgrade that machine
to 1909.

Given the slang usage of "Seriously, " I would have
suspected it was malware if I'd seen it. But apparently
they're just letting the college interns design the UIs
these days.

This notebook is still on 1903, build 18362.720. I got that screen after
a cold boot yesterday, but haven't seen it since.

On the other hand, something attacked and disabled the OneDrive account
yesterday, and so far it is not recoverable. Good thing I don't use
OneDrive.

Just got this today. Same version of Windows. Haven't had an update
since March... Why now?
