Default Some keys don't work after upgrading to Windows XP

Accents (`')and tilde (~) don't work as before after
upgrading to Win XP. Previously with Windows 98 there were
no problems. Now the accents and tilde come on the side of
the letter not on top.
What am I supposed to do? Do I need some extra software
for my keyboard?
Thanks
