Default Windows XP Rescue Disk

In Windows 98 I had a Basic Rescue Boot Floppy Disk. How
do I create a "Basic Rescue Boot Floppy Disk" in Windows
XP.
I am unable to access System Restore, so that ins't an
option.

The Windows XP CD itself is bootable and is a Startup Disk.
It has all the necessary tools to repair XP in the event of an
