Default Background Pictures in folders

Hello. Does anyone know how to get background pictures to
be displayed in folders? I know how to do it on ME and 98
but I cannot do it on XP and I have searched all through
FAQ's and have found no help there. There was mention made
that I need to make my folder's be viewable as web pages
but this option is only available in ME and 98 to my
knowledge. Currently if I want to change the background
picture I have to get my ME computer to do it over the
network but for some reason that is not working any more.
I hope I haven't lost you all, any ideas would be appreciated.

Already there is an 'Old Delhi' and renaming 'New Delhi' is not possible =
David. It can be just 'Delhi'. BTW, how about New South Wales, David? =
