Default Can't install East Asian Language

Thanks!
It does not help, and the same symptom remains after applying SFC.
While doing the SFC, it does not prompt me to insert the installation CD.
I am wondering that the system files are intact, but some registry entry has
been changed by some "application program".
Any further insight?
