Default H.264 HD Codec?

What versions of Windows support a high definition H.264 CODEC out of the
box? To get that support under Windows XP what do I need to install?

I need to convert a Canon HF10 HD video in AVCHD format into a WMV file that
would play without further software on Windows XP and later versions of
Windows. What application would best help to make that conversion a
single step process?
