Default Unable to work in windows explorer.

I'm at my wits end. I hope I can get some help here. I installed a second
hard drive. I am unable to copy or move or delete any files from my desktop.
When I am logged into the administrator's desktop I can work in the new
logical drives. I can see the drive letters and location in "My Computer"
but if I try to copy a file or directory to the new drive in my normal
working desktop I get a message as follows: This operation has been
cancelled due to restrictions in effect in this computer. Contact your
system administrator.

My working desktop supposedly has administrator priveledges. What do I do?

CHeck the security settings on the drive may have only one user who has
access. take ownership of drive
