Default CPU on Startup

I have a system running a AMD 3200+ CPU and when it starts up is reads
1.09GHz in systems properties and sometimes in the properties it is reading
2.19GHz, what is going on here?

Your BIOS is set to auto detect the chip and it is flakey?

Default CPU on Startup

Does it report two speeds? Some motherboard/CPU combinations can speed up
and slow down the CPU based on need. This is done to keep temperatures and
noise down. Lower temperatures mean the fan can run slower thus quieter.
Windows should report the max speed and the current speed in the System
Properties.

Does your chip have Cool'n'Quiet?

Cool'n'Quiet, a feature similar to Intel's SpeedStep that can throttle
the processor's clock speed back to facilitate lower power consumption
and heat production[47]. When the user is running undemanding
applications and the load on the processor is light, the processor's
clock speed and voltage are reduced. This in turn reduces its peak
power consumption (max TDP set at 89 W by AMD) to as low as 32 W
(stepping C0, clock speed reduced to 800 MHz) or 22W (stepping CG,
clock speed reduced to 1 GHz)"
