Can no longer download file using Win XP

Not sure if this is the site's problem so something with Win XP ?
Of course the site help desk immediately says it's Win XP so I
need help.

I previously was able to download and account file (CVS format) to
my old Win98SE PC with no problem. I tried to do it using my new
Win XP Media 2005 PC and it won't do it. It does come up with
the windows which asks me where I want to save it, although if
I try to download the same file in Quicken or Money it works. It
ends up downloading to a web page in text format.

Any ideas what's happening here ?

Can you please try and rephrase your question?
You say it asks you where you want to save it. If you tell it where,
then surely you are downloading it?
I assume you are using Internet Explorer?

You might look at your Associations for "CSV" in tools-folder options-file
types. Compare to old computer if you still have it.

Alan, sorry I guess I didn't make it clear. When I try to download the
CVS file it doesn't even ask me where I want to save it. It just starts
download to the web page in Text. When I tried Quicken & Money, it
did ask where to save it (like normal).

You set this for each file type, e.g. for .csv
Windows Explorer-Tools-Folder Options-File Types
Find the .CSV association (may be Microsoft Office Excel Comma
Separated Values File)
Edit, (or click Advanced on ME or XP) and check the "Confirm open
after download" box

The path to Folder Options may vary according to your operating
system. It may be:
Explorer-View-Folder Options
Explorer-Tools-Folder Options
Start-Settings-Folder Options
Start-Settings-Control Panel-Folder options.

Yes Alan, I meant CSV. I did as instructed and then tried to download the
file again. Didn't work. Still not getting the Save window to select which
file I want to save the file to. When I click on download it says,
"transferring file:
https:/www.xxxxonlinebanking.org/account/historydownload.asp"
and then it appears as a txt file or an
error report "missing file: https:/www.xxxxonlinebanking.org/becustyle.css"
The xxx's are to protect the actual name of the bank.
Is this something with Win XP or the bank's program. I did try downloading
this file on a Win XP PC and it worked?

Tried this and it didn't work. Lowered my security level, that didn't
work. Used the cntrl key when trying in that XP might think it's a
pop-up....that didn't work either. Any other suggestions

I finally came across the answer to my problem I previously posted
in the MS Office Knowledge Base files.

Here is the fix, in case someone else has this problem.

Symptom
When you click a URL to a .CSV document, you may not be prompted to save the
file, and the .CSV file may automatically open in Microsoft Excel.

RESOLUTION
To enable the open / save prompt for .CSV files, try this:

a.. Open Control Panel, double-click Folder Options
b.. Click the File Types dialog
c.. Select XLS (Microsoft Excel Worksheet)
d.. Click the Advanced button
e.. Enable the option Confirm open after download
f.. Click OK, OK to close the dialog
