Default ~ on desktop

Does anyone know what a file that pops up on my desktop is
all about?

All it says is
~
its a 180 - 190 kb file
and windows doesn't know how to open it.

Discussed hundreds/thousands of times here. Have you taken a look at
past postings.

A bug that microsoft knows about. May even be a KB about it.

Delete it and forget.

I did do a search on the support sites for this but found
nothing.
I've been deleting this for about 5-6 moths about once a
month. Just needed to check.

As I remember, it is a bug in OE's address book. Make a change in it and all
the temp files wind up on the desktop. At least, I think that was the
explanation I read somewhere.
