Why doesn't the Qiuck Access icon change in the taskbar when it changes everywhere else?

Default Why doesn't the Qiuck Access icon change in the taskbar when it changes everywhere else?

It's probably something simple - but what is wrong with Quick Access?

Wresting control of the Taskbar Quick Access has efficiency advantages.
Hence, I am writing a detailed tutorial to help others set up quick access.
Everything works fine - except - the icons don't stay changed.

The tutorial has far more detail (I'll can post it separately).

However, the flaw is, in summary:
a. I create a shortcut & then change the name of that shortcut
b. I also change the icon to that shortcut
c. Capriciously, Windows only accepts _some_ icons
d. Capriciously, Windows won't accept some name changes

Why?

Because you do not "own" the target file/executable?

You are trying too hard. Just getting a shortcut on the taskbar is an
accomplishment.

Interesting. I appreciate that you hazarded an answer because the answer
isn't something most people have run across (most likely) since (I assume)

Agreed on not owning two of the three anomalous Targets, where I comprehend
that you're distinguishing between the "shortcut" (which I own) and its
"Target" (which I might not own), in the specific cases shown below:

The "Target, for example, of "ThisPC" happens to be the same as the target
of "File Explorer", which happens to be this when either are leftclicked:

1. ThisPC (whose shortcut I had renamed to "==========") as a separator
2. File Explorer (whose shortcut I change to the icon of a house)

While the "Target" is clear to me, it's not yet clear why Windows seems to
be so capricious in naming conventions and icons as it stands now:

I (try to) wrest control over any operating system, including Windows.

I was able to get the "File Explorer" icon to change, finally.
