Default ipconfig error

When I'm in the command prompt and type "ipconfig" or "ipconfig /all"

I get an error that says "ipconfig is not recognized as an internal or
external command"

The only fix I could find is KB#317206, it's kinda close to what's
happening. But I don't have any Lotus programs installed on the system.

My OS is windows XP spk2 with all windows updates (same problem in spk1)

Any idea's on how to fix this?
