Default Offline Files and 'Make Avaliable Offline' Option

I have a client who is using windows xp sp1a and win 2003
server (all patches installed).

They use the in-built "make files available offline"
feature. Currently they use it on a network share so that
while out of the office, they can still use the
information on a network drive. The system works really
well until someone creates a new folder. At which point,
windows and its offline folders ignore it entirely. I
have a horrible feeling that this is by design, but I
can't help feeling this is silly. If the new folder
resides somewhere where the user can see it (e.g. a
folder in the root), the user can see the folder does not
have the blue available offline logo, and manually add it
to his/her offline folder collection. The problem is
really when the folder is not visible (e.g. nestled
within a file system). Even the creator of the folder has
to manually make it available (and this only then applies
to his/her machine/profile). I really need a solution
where I can add a drive letter to be offline in someone's
profile and not have to worry about anything that takes
place inside that share.

Any ideas? I searched through the TechNet articles and
tried the manual and automatic options, including the
server side options but to no avail.

Both I and my client are Action Pack Partners but I
haven't been able to talk to anyone so far to sort it.
