Default Subinacl syntax

I need to create a folder that gives Domain Users basically Modify
permissions with the one change from "Delete" to "Delete subfolders and files
only" so they can create/delete under, but not move/delete the actual folder.

Can anyone help with syntax to do this with subinacl or show another cmdline
method to accomplish this?
