Default Can't install Windows 7 update for Meltdown CPU flaw

According to

"This update will be downloaded and installed automatically from
Windows Update. To get the standalone package for this update, go to
the Microsoft Update Catalog website."

This goes to:
https://www.catalog.update.microsoft...px?q=KB4056897

Where is found:
2018-01
Security Only Quality Update for Windows 7 for x86-based Systems
(KB4056897) Windows 7 Security Updates 1/4/2018 36.2mb
(Yes, mine is 32-bit)

Clicking the download link saves the file:
windows6.1-kb4056897-x86_bb612f57e082c407b8cdad3f4900275833449e71.msu

Running this produces the error 0x8023800c, which apparently is a
timeout error.

So what am I missing here? I would like to install this update without
going through the whole Windows Update process of downloading a long
list of items I don't want or need.
