Default Cannot access windows due to missing or corrupt file

Whenever I try to start up my computer a message pops up
saying " Windows cannot start because file is missing or
corrupt... Winnt\system32\config\system" I tried to
repair windows using the windows XP cd-rom i used to
install windows in my computer, however it does not read
the cd. I tried using a different windows XP cd, but it
does not give me the option to repair windows. I also
tried using a boot-up floppy disk to try and access
windows so that i could use a restore point. However,
when i boot the computer with the floppy disk a message
pops up saying "file is missing or
corrupt...Windows\roots\system32\hal.dll reinstall copy
of file." Can someone help me with this problem?
