dvd rw dvr 103 problem

I am running the above dvd
the devive status report say that the device is working properly
I have re installed the driver
Updates indicate that there are not any new version of hte driver
I am running xp
The problem is the dve will not read or write.
The lights on the front do come on but there is no resposne eccept for the
spinnig of the disc.
It will not read audio, data or dvd

Any suggestion
