Default input chinese

Hi,
In Windows XP, how to configure so that one can input
Chinese character (simplified)?

I tried all the alternatives I found under control
panel/Regional language Options/Language/ and Advanced/.
None of the choices work.

In windows 2000, use the same choices, I can activate the
Chnese input, but not in Windows XP.

Regards
Dan
