Can't add printers anymore

hello, i'm trying to add a hp desk jet printer 630c to my computer and it

There is a similar problem on 2000 machines that Microsoft posted a fix for (article id: 271248) - I tried it, but it dod not help either. I also expanded the main.cpl file from my xp disk and copied over the existing. That did not help... net start spooler just tells me the service is already running... Unfortunately, I don't know when this started as I bought the pc from my cousin and it came with the issue. It's clean as a whistle as far as mal/spyware and virii, etc are concerned... it is completely updated. I'm going to attempt an O/S repair from the disk (pray for me).
