Default IP packet inside MAC packet?

Hello

I'm a bit confused about these two protocols.

If i send a message from one pc to another in internet, is it first
encapsulated into IP packets and after that MAC packets?

I've understood that all information is always encapsulated into IP packets
in internet traffic.

IP packets are used in communication between the two softwares, and MAC
packets are used in communication between the two hardwares.
