Default Username and password not appearing in win logon screen

When I turn on the pc, system starts normally until mouse curser apears and
windows blue screen will appear with the windows XP logo but there's no
username and password seen on the screen I then can’t use the pc, I also
tried by pressing twice the ctrl + alt + del but nothing has worked out! I
don’t want to format my computer. Even I tried with safe mode same thing
happens at safe mode also.

Boot from a free Live Linux CD or a disk (e.g. Knoppix) or a Windows PE
disk such as "Bart PE" or "Ultimate Boot CD for Windows". Then backup
all of your files onto a USB disk or over the network. Then re-install
Windows. It's not pretty but it's usually faster than finding/fixing
the problem.
