Default XP Printing Setup on a Network

Have XP Networked PCs that are shared by different users and need a way to
have all users connect to a network printer without having to install under
the user name. I can setup the printer as local and use the UNC path
however I have one application that MUST print specifically to LPT1. There
is an upstairs and downstairs printer so not everyone captures the same
printer to LPT1 and people downstairs sometimes work upstairs and need LPT1
to point to that one (so login script is out?). Basically, I need a way to
get the printer settings changed from "Local User" to "Local Machine".
