Mouse pointer and open windows

What is going on? Every time I move my mouse over a
window, THAT window becomes active and the one I wanted to
click on becomes inactive. I have to minimize all but the
small window to get to it. I heard there is a way to FORCE
the mouse to do what it is doing but I do NOT want it to!

You have the X-Mouse function switched on, use TweakUI to remove it
