Can someone with XP Messenger start application sharing
with someone on 98SE and Netmeeting?

Not directly (no version of Messenger on Win98 bas an application sharing
function).

NetMeeting runs on XP ( it can be configured by using start-run-conf.exe)
and could be used between the two parties for this purpose.
