Default Keeping On Page

In most of my work I will have several docu's open as well as an IE7 window
or two and even an OE window or two, and be constantly opening and closing
others. It seems as if a significant amout of my time, as I open new windows,
docu's, etc, is spent simply clicking back to the page I'm working on. I
don't remember having this much trouble staying in my active window in 98.
Because of this, tasks seem to take much longer and it is much more difficult
staying focused on the task. Is there a switch or a setting somewhere that
keeps requested windows from opening in front of the active window? Because I
would like to believe that MS doesn't intentionally develop systems that
increase the workload perhaps I am not using my PC properly. Do the majority
of users only open one or two windows at a time? All comments, ideas, and
suggestions will be greatly appreciated. Thanks, K.
