Neither. It just means that two people are posting with the same claimed
identity. I could post with that same info by changing a setting in my
newsreader.

The above example is a "TOSsable forgery" but since the injecting
server is AIOE, it's not like the forger will "lose his account".
AIOE doesn't have accounts. Anyone can use it. There's no password.

AIOE has tools such as "filtering on IP address" and "temporarily
closing alt.windows7.general to posting" as options. The latter
is likely to be a bit more effective. Some groups are practically
always closed, because of certain obsessive-compulsive individuals
who won't leave those groups alone (rec.arts.tv or cola perhaps).

If the forger had done the forging and sent the message via E-S,
you could have him lose the account for his trouble.

But the forgers always know the rules better than anyone else.
That's why they're very careful to select the server to
be used for the job.

It's been a long time since I've seen an actual conehead
try their hand at forgery, and lose an account (someone
actually "unclear on the concept"). Most forgers know what
they're doing. They hardly ever use successive approximation
to figure it out. And modern TOS terms leave a lot of slack,
because the admin doesn't want to make a full time job
of whack-a-mole.
