Default Microsoft Access 2003 and multipler User accounts

Thanks in advance for your help.
I created two user accounts on my Windows XP computer. One is
administrator, the other is general user. I have an ACCESS 2003 database
that I need both users to share. When the admin user logs on, no problem.
When the general user signs on, it's read-only. I need both users to use the
same ACCESS database. What do I need to do to make this happen?
