Default turning on system restore

I was trying to run system restore and the computer said it was turned off.
I checked the help section and it said to uncheck the box within the system
restore tab in the system restore properties...I don't have a system restore
tab there. I have 6 tabs there, general, computer name, hardware, advanced,
automatic updates and remote. Is the tab within one of these or do I have
something wrong?

Any help would be appreciated

Thanks

- Operating System, edition and version/service pack level?
- What type of account are you logged in as? Administrator? Limited User?

If XP:
http://bertk.mvps.org/html/disablesr.html

- What AntiVirus software do you run?
- When was the last time you scanned with an antimalware product?

It sounds like you now have or have had some malicious software. It
may have been removed and you are seeing some leftovers. SR is a
popular target for malicious software.

Start here and there will be fewer questions and then a solution that
works.

Click Start, Run and in the box enter:

msinfo32

Click OK, and when the System Summary info appears, click Edit, Select
All, Copy and then paste
back here.

There would be some personal information (like System Name and User
Name) or whatever appears to
be only your business that you can delete from the paste.

Reduce the chances of malicious software by running some scans.

Download, install, update and do a full scan with these free malware
detection programs:

Malwarebytes (MBAM): http://malwarebytes.org/
SUPERAntiSpywa (SAS): http://www.superantispyware.com/

These can be uninstalled later if desired.
