Default problem with internet connection

I've been having a problem with our internet connection. We have dsl
(dynamic). If the dsl plug gets disconnected, the connection is lost and
windows xp is unable to repair it. I have to restart the computer to get it
back.

On this particular computer there is a login name and password. We have
another computer also running win xp that doesn't have a login name or
password and it doesn't have this problem if the dsl plug gets disconnected.

Is there a way to restore the connection on the login/password computer
without having to reboot?

Thanks.
