Default Utility To Open Browser (Chrome) In Exactly-Sized Window?

I am using a screen scraper to record videos.

I've got a Chrome window sized to exactly the right size so as to make
the scraper record a 720x480 video - which is the size I want.

Right now I've got a piece of paper with that size drawn on it. I open
up a Chrome session, hold the paper against the monitor, and re-size
accordingly.

This works, but there's a certain nuisance factor....

Does anybody know of a utility that would open Chrome in a window of
exactly the size I specify?

Aero desktop, FWIW.

In Chrome, create a new bookmark, edit it, and in the URL field put:

javascript: window.open("", "", "width=720, height=480")

Click on the bookmark to open a new window of that size.

The people here, hack a Preferences file.

A real Windows program would probably also accept
parameters from the command line. The docs I can
find, don't list anything like that.
